Travel combinations
A package tour is defined as a trip where different individual components are offered as a single package by the same provider. Components of a package typically include flights, accommodation, transfers, and other service-related items like a rental car or an excursion. A trip qualifies as a package tour when two or more of these elements are offered together in the same bundle. Since January 1, 2018, an updated Package Travel Directive has been in effect, applicable to all member states of the European Union.

European Directives
The new European Package Travel Directive officially came into force in 2016. From that date, individual member states were given two years to make the necessary adjustments to their national legislation. Subsequently, travel companies had six months to adapt to these new guidelines. Since July 1, 2018, all travel organizations must comply with the new directives. According to the new law, a trip falls under the Package Travel Directive when it meets one or more of the following six definitions:

- Typically, multiple travel services are combined by the same provider.
- Two or more travel services are concluded separately, but purchased at the same point of sale.
- Different travel services are invoiced under a total price.
- Different travel services are offered under the term package tour.
- Travel services are combined after an agreement has been concluded.
- Travel services are acquired through interconnected online booking procedures. In these cases, the traveler’s name, payment details, and email address must be passed from one provider to another within 24 hours.
An exception is made when only transportation or accommodation is combined with a tourist service, and this service accounts for less than 25% of the total purchase value of that combination. In these specific cases, it does not qualify as a package tour.
